Chip Storey

Charles Storey “Chip” specializes in the planning and management of large-scale complex organizations including foundations, government agencies, universities, and nongovernment organizations (NGOs). Whether focused on program evaluation, multimillion-dollar contracts, or strategic planning, he uses his training as an attorney and experience as an academic administrator to do right and do good.
He was a principal consultant and project manager in the education and economic development practices at SRI International and the American Institutes for Research (AIR), and former research director at Howard University and Assistant Dean for research at Northeastern University.

Storey was a program officer with the Fund for the Improvement of Postsecondary Education (FIPSE), a DC-based federal agency that made grants for innovation in higher education through a highly competitive grant process. His national portfolio focused on access for disadvantaged populations, workforce training, school-college partnerships, and international education. Along with counterparts at the European Commission (EC) he helped create a transAtlantic grant collaboration now run by the U.S. State Department and the EC’s Directorate on Education and Training.

He has worked with the Bill and Melinda Gates Foundation, the National Science Foundation, the KnowledgeWorks Foundation, the U.S. Department of Education, the U.S. Department of State, the Commonwealth of Kentucky, the Dallas Citizens Council, the College Board, Project GRAD, and universities including Ohio State University, California State University at Monterey Bay, and the University of Indianapolis. His work has taken him to over 100 college and university campuses in the U.S. as well as school districts all over the country.

With a strong interest in Latin America, social justice, and the well-being of minority communities, he has assisted research projects focusing on substance abuse, physical therapy, health education, and HIV prevention. Beyond his grant work with FIPSE he has worked in philanthropy through advising foundations, as a foundation board member, through a fellowship with the Levi Strauss & Co. Foundation, and through a donor-advised fund at The Cleveland Foundation.

He is fluent in Spanish and Portuguese and has an A.B. from Harvard University and a J.D. from Stanford University. In 1998 he participated in the European Union Visitors Programme (EUVP), a fellowship that allowed him to study international education, vocational education, and training in Belgium and Germany. He remembers with mixed feelings working on a freighter off the coasts of Brazil, Argentina, and Uruguay, but he unquestionably loves poutine.
